The role of a poll watcher is to observe and monitor the election inside the polling place, without violating voter privacy or disrupting the election. See the PA guide for Poll Watchers by clicking on this link:

Poll watchers can also be poll greeters. Poll greeters stand at least 10 feet from the entrance to the polling place and pass out literature to voters. However when a poll greeters take on the role of a poll watcher they cannot electioneer on behalf of their candidate, political party, or political body while inside the polling place. Electioneering includes soliciting votes, posting or displaying written or printed campaign materials, and handing out pamphlets or other campaign paraphernalia.
